Property Hit List: Bristol Tackles Blight

Every Month the Bristol Code Enforcement Committee meets to discuss what properties need help or demolition if needed.

According to the January 3rd, 2018 Code Enforcement Committee meeting, Guy Morin, Chief Building Official said he would not recommend the approval of a tax freeze at 38 Chestnut Street as the improvements were substandard and no final inspection was completed.

Robert Grimaldi with the Fire Department said he would not recommend the approval of a tax freeze at 86 Summer Street as no final inspection was completed.

The Health Department also stated they needed to re-inspect the property before approval.

The approvals were tabled for both properties.

Additionally, according to the minutes, a complaint was received from a tenant living at 267 Main Street, Unit #14.

Upon inspection from both the Fire and Building Departments, it was determined there were several violations.

The fire alarm system was not on-line, the fire doors within the common hallways remain open and trash was strewn throughout the property.

In talking with property maintenance, they are in the process of fixing the fire alarm system but will need to gain entry into every apartment.

Another discussion arose on the safety of the tenants and it may be necessary to hire a contractor to repair the building and place a lien on the property.

Another option was to issue a condemnation order and have each tenant relocated from the 12 occupied apartments.

The committee was informed of a scheduled meeting with the owner and departments involved.

The committee discussed setting up an “Apartment Inspection” program and designate a department to inspect apartments after a tenant moves out and present the landlord with a checklist
of repairs. A future discussion will be needed on how to implement and streamline the potential program.

Also, the owner of 122 High Street received violations and citations regarding the overflow of a dumpster. The owner has not contacted the Building Department to resolved the issue.

The property remains vacant with no work in progress.

Additional updates were discussed on the following properties:

121 Arcadia Road: No one is living in a shed.

The owner of 99 Sunnydale Avenue is not running an automotive repair shop and only works on his motor vehicles.

The occupants of a camper located at 375 Lake Avenue have vacated.

The owner of 26 Woodbridge Road received a letter from Public Works to clear the public right-of-way.

In addition, Robert Longo with the Water Department brought to the committee’s attention a new graffiti artist has tagged a couple of buildings on Riverside Avenue and Main Street.

The Police Department is investigating and viewing surveillance tapes.

It was also noted no one from the Bristol Housing Authority was in attendance.
